Mumbai: Industries minister Uday Samant told the assembly on Friday that the state govt will bring out a “saffron paper” on the implementation of MoUs signed in Davos at the World Economic Forum (WEF) this year. Samant said the state govt had already brought out a white paper on the alleged industrial exodus from the state in 2023 but the opposition is still stuck on the alleged exit of Vedanta-Foxconn, Airbus-Tata and Bulk Drug Park (BDP) projects. Samant said that the BMC’s fixed deposits (FDs) had increased by around Rs 1,500 crore while replying on allegations that BMC’s FDs had been broken and had shrunk substantially to fund infrastructure projects. Samant said BMC had stayed all street furniture contracts awarded in the past and recent tenders of Rs 385 crore for railings were scrapped by BMC following allegations of corruption. Samant said that MIDC would bring out its own policy for rehabilitation of slums on MIDC lands within 2 months on the lines of the Slum Rehabilitation Authority (SRA) policy.“At the WEF in Davos 2026, the state government signed MoUs worth over Rs 30 lakh crore, aiming to generate 30 lakh jobs. The opposition is still stuck with Vedanta-Foxconn, Airbus-Tata and Bulk Drug Park (BDP) projects. We brought out a white paper on this. But now we will bring out a saffron paper on the MoUs signed in Davos in a year on the rate of implementation. Most other states have a 35% to 40% rate of implementation but Maharashtra has a 75%-80% rate of implementation,” Samant said while replying during a discussion on the budget.Samant said apart from MIDC, MoUs were signed in Davos by MMRDA and MSRDC too. “We have already inaugurated projects for which MoUs were signed in 2025. We didn’t get the BDP project in Raigad which was floated by the Centre in Raigad, but MIDC is now coming up with its own BDP project and a Hyderabad based pharma company has been roped in. Recently MoUs with Rs 44,000 crore were signed in Vidhan Bhavan itself. Between 70% and 80% of MoUs signed have brought in FDI,” Samant said.
